With the Covid-19 pandemic ushering unprecedented changes across established private, public, and social practices, Balikatan sa Kaunlaran (BSK) National Foundation, Inc. reaffirms the continuing significance of the battle cry of 92 women’s organizations that “marched shoulder-to-shoulder” in 1976 to call on the Philippine government to acknowledge the role of Filipino women in nation building. This brand, our balikatan way, we believe needs to be even more impressed today as we collectively work on the task of rebuilding not just our economy but our social lives as a whole.

Our Story

From a Women's Organization to a Foundation Enabling Opportunities for Filipino Families

BSK traces its origins to the initiative of the National Commission on the Role of the Filipino Women (NCRFW) – the precursor of the Philippine Commission on Women (PCW) – which organized 92 women-led organizations to lobby for a Presidential Proclamation in 1977 declaring January 6 of each year as Araw ng Balikatan in recognition of the vital role of Filipino women in nation-building.


Armed with nearly 40 years of grassroots organizing experience and successful projects implemented in partnership with various agencies of the Philippine government, the private sector, and multilateral organizations, BSK sees itself today acting as a catalyst of innovative programs and as an enabler of platforms that cut across the multidimensional spheres of  community empowerment.

Convened by BSK in partnership with the ECOSYSTEM mobile application – the digital platform of the Miss Philippines Earth Competition and the Miss Earth Foundation – and the Center for Local Innovation and Capacity Development (CLICDPH, Inc.) – a policy research consulting firm –  CITELOCAL is envisioned as an alliance of local government units, NGOs, and private firms committed to the promotion of policies and programs institutionalizing research as an essential capability of local government units and as a pathway towards continuing and lifelong learning among local government staff and personnel especially in the context of full devolution and enhanced local autonomy.
